And the Kinshra, along with the White Knights, helped to protect the kingdom.Over time, the service for Zamorakians waned. Then the Wizard Tower's burning had many of Zamorakians get expelled out of the city and kingdom.

So there are still some Zamorakians around, only with limited (if any) influence.It is likely that the Dark Wizard Tower was originally founded by the few remaining Zamorakian worshipers in the realm, together with the secret support of this very older King Raddallin. The first members of the Tower could have been the reduced level Zamorakian Red Mages from the First Wizard's Tower.But that stated, why would their existence nevertheless be tolerated?Well, there are a couple of possibilities:The White Knights don't believe them that much of a threat.They are a small number. There is not much action on their own side. The tower may be focused on mundane magic theory rather than battle, necromancy, etc.- A literal application of"keep your friends close buy RS gold, and enemies closer".By enabling the Dark/Red Wizards to set up shop there, the White/Temple Knights can continue to keep a close eye on these.
